JOB DESCRIPTION:
The Senior Toolpusher is responsible for the safe and efficient operation of the Work over
rig. He/she ensures full compliance with all mandatory company, client, state, and federal
rules and regulations that relate to the location and relocation of the platform Work over
rig as well as maintenance, repairs and Work over for oil and gas in offshore waters. This
includes the safe welfare of all company and contract personnel on board. In addition the
Senior Toolpusher ensures successful completion of all preventative maintenance activities
and projects are completed in a safe, timely, and efficient manner. The Senior Toolpusher
must ensure good, open communication with the Company Representative to which the rig is
contracted. Although each Employee and contract hand working on the Work over rig ultimately
reports to the Senior Toolpusher, the Senior Toolpusher directly supervises the Toolpusher,
Rig Safety and Training Advisor, Driller and Crane Operator. The Senior Toolpusher provides
overall direction and management of safe, efficient and economical Work over operations on
the rig.
Workover Operations
- Supervises and monitors WO operations; makes judgment to proceed with, suspend or cease
Work over operations if there is doubt about the safety or accuracy of the Work over
program.
- Ensures the Work over program complies with the Operator’s contractual requirements.
- Verifies the preventative maintenance of all Work over equipment, including required
documentation; oversees field-permitted repairs.
- Monitors the installation and testing of casings and blowout prevention (BOP) equipment,
as well as training in the safe use of BOP equipment.
- Performs inspections and audits to check that the Work over equipment and facilities are
maintained monitors the efficiency of the Work over operation, and verifies that safe
practices are followed; recommends and makes improvements and corrective actions where
needed.
- Oversees the safe transfer of materials and personnel to and from the rig.
- Produces the daily operational report and daily pump report.
- Ensures crew awareness and enforces compliance in all SEMS related polices.
- Follows all governmental & company policies and procedures.
- Produces monthly inventory reports, monitors supplies for Work over and Work over
equipment
maintenance, and initiates purchase orders as needed.
- Monitors and maintains Work over records, journals, logs and reports.
- Monitors general housekeeping of the rig floor.
General Management
- Provides input to the annual plan and budget; monitors budget to ensure cost effective
operations.
- Provides required financial and operational reports and forecasts.
- Provides input and recommendations for the hiring, transfers, promotions, and terminations
of
drill crew personnel.
- Ensures the roles, responsibilities, accountabilities, and performance measures of direct
reports are defined, understood, and enforced.
- Establishes goals and priorities with direct reports.
- Establishes a system of accountability and monitors the performance of direct reports.
- Reviews performance against unit measures; establishes initiatives with the team to
achieve goals and objectives.
- Assesses the competencies of direct reports, coaches, mentors, and works with them to
enhance
required competencies.
- Develops and implements mechanisms to achieve effective communication, coordination of
effort
information flow, and learning with direct reports.
- Conducts and oversees performance reviews of direct reports on a timely basis.
- Ensures a high level of productivity, teamwork, and employee satisfaction among the drill
and
deck crew.
- Ensures rig supervisors are informed of any operational, maintenance, environmental,
health,
safety, training, and quality issues, and works with team or individual supervisors to
develop and Implement effective solutions.
- Ensures effective communication with manager and shore-based personnel.
- Verifies Work over crew and deck crew qualifications, certificates, end muster documents;
checks the validity of certificates.
- Ensures that all new Work over personnel receive safety induction.
- Oversees that all Work over personnel, including subcontractors, are trained and certified
for their particular jobs according to the Safety Training Matrix and all statutory, the
Company, and client requirements, before starting work.
- Authorizes work permits for the Work over crew.
- Ensures effective training program implementation to the drill crew; requests additional
training programs as needed.
- Monitors time sheets for the Work over crew.
- Maintains updated knowledge of all local regulations, codes, and standards.
- Performs all duties In accordance with the Permit to Work System.
- Performs other duties and special projects as requested by management.
Safety
- Participates in the Safety Training Observation Program (STOP).
- Participates in the weekly, operational and pre-tour safety meetings.
- Participates in safety training.
- Develops and implements Job Safety Environmental Analyses and prepares risk assessments
for
Work over tasks; implements applicable control measures including using Stop Work Authority,
and Permit to Work system.
- Participates in drills and exercises as a member of an emergency team.
- Coordinates and conducts well control and general safety drills according to Five Star
Petroeum, LLC policies and procedures.
- Performs, documents, and reports Incident investigations.
- Ensures safe work practices in all areas of the operation the employee is involved in.
- Ensure usage and participation of Rig Crew with Stop Work Authority, Job Safety
Environmental
Analyses, the Permit to Work System, and leads by example.
